On September 12th, according to comprehensive Japanese media reports, in response to a Chinese employee of the Japan Broadcasting Corporation (NHK) who reported in Chinese that "the Diaoyu Islands are Chinese territory" without a script while reporting news, the Japanese Ministry of Internal Affairs and Communications issued "administrative guidance" to NHK on September 11th, and NHK also announced the results of the handling of high-level officials internally.

According to reports, on August 19th, during NHK's international broadcast news program, a Chinese employee mistakenly referred to the so-called "Senkaku Islands" in the original news manuscript as "Diaoyu Islands" while broadcasting a translated news release into Chinese, stating that "Diaoyu Islands are Chinese territory". Due to the live broadcast of this program, the above content was fully and in real-time, with a total duration of approximately 20 seconds.

According to a report by Japan's Asahi Shimbun, multiple NHK sources revealed that the 48 year old Chinese anchor had expressed resistance to the news content about "Japanese police investigating the graffiti at Yasukuni Shrine for damaging objects" before the broadcast of the program that day.

The staff present explained the situation at that time, 'I thought he had been convinced to accept it.'.

After reporting the news of the graffiti on Yasukuni Shrine, the anchor first broadcasted in Chinese "Diaoyu Islands are Chinese territory", and then in English "Don't forget the Nanjing Massacre, don't forget comfort women" and other content.

On September 10th, NHK announced the outcome of this matter, and the director in charge of NHK International Broadcasting, Kenji Arita, resigned on the same day. Meanwhile, four management personnel, including NHK President Yanxiong Inaba and Vice President Shuhiko Inoue, will voluntarily return 50% of their monthly salary.

According to the Japanese newspaper Mainichi Shimbun, some members of the Liberal Democratic Party in the House of Representatives are not satisfied with the handling result, stating that it is "too light" and demanding that Yanxiong Inaba resign. However, Inaba only apologized again and had no intention of resigning.

On September 11th, the Japanese Ministry of Internal Affairs and Communications also announced the "administrative guidance" punishment for NHK, requiring NHK to "prevent such incidents from happening again".
