No longer review the eligibility for purchasing a house! Suzhou releases 16 measures to promote the healthy development of the real estate market

According to Suzhou's official WeChat account, on the 6th and 2nd, the leading group for the pilot work of the long-term mechanism for real estate in Suzhou issued a notice on several policy measures to further promote the stable and healthy development of the real estate market in our city. Starting from today, 16 measures will be implemented to accelerate the construction of a new model for real estate development and further meet the rigid and diversified demand for improved housing among residents. Specifically, as follows:

1、 Improve supply and provide diversified high-quality housing

1. Scientifically formulate housing development plans and annual plans. Improve the "market+guarantee" housing supply system, comprehensively promote the establishment of a new mechanism for linking people, housing, land, and money, and promote the balance of supply and demand, rational structure, and stable and healthy development of the real estate market.

2. Effectively carry out the work of ensuring the delivery of houses. According to the principles of marketization and rule of law, strengthen the classification supervision and disposal of construction in progress, sold but not delivered commodity housing projects, promote project construction delivery, prevent and resolve real estate risks, and effectively protect the legitimate rights and interests of homebuyers.

3. Promote the destocking of commercial housing. Adhere to the principle of "purchasing according to demand" and organize local state-owned enterprises to purchase some existing commodity housing at a reasonable price for use as affordable housing. Encourage and support eligible enterprises, institutions, and social entities to purchase commercial housing for employees to rent.

4. According to the external supporting needs of each property, improve the commercial, medical, educational, public transportation and other supporting facilities within the 15 minute living circle of residential communities, and enhance the quality of life of residents.

5. Based on different regions and populations, differentiate and segment the market, reasonably determine the product types of land parcels entering the market, and combine market demand. Local governments should tailor their requirements to local conditions and reasonably set fine decoration requirements, giving development enterprises more autonomy and providing consumers with more diverse services.

6. Increase the promotion of room tickets, do a good job in the exchange of room tickets, and improve the efficiency of room ticket utilization. Establish a unified room ticket and housing inventory throughout the city, which can include non residential commercial housing, garages, underground parking spaces, and other housing resources.

7. Comprehensively promote the construction of improved residential buildings and optimize the quality of architectural design. Design units that actively innovate design concepts and apply new technologies and materials in residential design will be given priority in winning awards for excellent survey and design under equal conditions. Reasonably optimize the calculation rules for the indicators of supporting public infrastructure, ground level overhead and overhanging spaces, as well as semi open spaces such as balconies in residential communities. New residential plots that implement intelligent construction and improve green building standards can be rewarded with a plot ratio. Guide enterprises to improve their technological applications in green buildings, building energy conservation, and renewable energy, and enhance the quality of residential buildings. In suburban areas where public transportation is not available but the landscape and location conditions are good, as well as in historical urban areas determined by national spatial planning, the land supply standard with a plot ratio of no less than 1.0 shall be suspended.

8. Develop guidelines for high-quality residential property services to accurately meet personalized needs. Support property enterprises to extend and expand their services to areas such as elderly care, childcare, and health, and explore the "property service+life service" model. Establish a smart property management service platform, guide property service enterprises to provide customized products and personalized services, and improve the efficiency of property services.

2、 Optimizing services to promote healthy development of the real estate industry

9. Dynamically establish a "whitelist" system for real estate projects, promote projects that meet the "whitelist" conditions to "make every move forward", and commercial banks "make every move forward" for compliant "whitelist" projects to meet the reasonable financing needs of ongoing projects.

10. Support synchronous sales of parking spaces and residential properties. Reasonably set up the planning ratio of parking spaces for newly sold residential land.

11. Real estate development enterprises can independently choose to construct pile foundations in sections based on the actual situation of the engineering construction project. After obtaining the approval opinions of the construction project planning and design scheme and passing the drawing review, they can apply for a foundation (pile foundation) engineering construction permit.

3、 Reduce costs and meet reasonable housing needs

12. The qualification for purchasing a house will no longer be reviewed throughout the city. Implement preferential policies for individual income tax refunds for purchasing replacement housing (implemented until December 31, 2025); Implement a housing deed tax subsidy (implemented until December 31, 2024), providing a 50% deed tax subsidy (up to 1% of the housing deed tax calculation basis) to those who purchase newly built commercial housing, and implementing a hierarchical purchase deed tax subsidy for those who sell old to buy new.

13. Non Suzhou residents who have purchased or owned houses with legal property rights in this city and actually live in registered residence can apply for settlement.

14. Cancel the lower limit of personal housing loan interest rates for the first and second homes, and commercial banks can independently determine the specific interest rate level for each loan based on the customer's risk situation. The minimum down payment ratio for the first home has been adjusted from no less than 20% to no less than 15%, and the minimum down payment ratio for the second home has been adjusted from no less than 30% to no less than 25%. If the buyer does not have a house within the urban area of the purchased housing, or if there is only one house listed for sale within the urban area of the purchased housing, the mortgage loan for the newly purchased housing can be recognized as the first house. When applying for personal housing mortgage loans for families with two or more children in our city, one housing unit will be deducted when determining the number of housing units.

15. Reduce the interest rate of personal housing provident fund loans by 0.25 percentage points, and adjust the interest rates of personal housing provident fund loans for first homes under 5 years (including 5 years) and over 5 years to 2.35% and 2.85%, respectively. The interest rates for personal housing provident fund loans for second homes under 5 years (including 5 years) and over 5 years have been adjusted to not less than 2.775% and 3.325%, respectively. The maximum limit of personal and family provident fund loans has been increased to 1.2 million and 1.5 million respectively; 30% increase in household quota for families with two or more children; A 50% increase in the quota for full-time undergraduate or above degree holders from regular universities, graduates within 10 years of graduation, and overseas returnees.

16. Build urban "real estate supermarkets", build platforms, encourage real estate companies to carry out housing group buying activities, and meet the purchasing needs of different groups of people.
