According to a report on the "Russia Today" website on the 8th, regarding the terrorist attack on the Moscow State Concert Hall, the Russian Federal Security Bureau (FSB) stated on the 7th that Ukraine has prepared two escape routes for terrorists. The interrogation video publicly released by the FSB shows that the suspect confessed and the Ukrainian side promised to pay them compensation.

According to reports, on March 22, four Tajiks launched an attack on a music hall in Moscow Oblast, resulting in 145 deaths and over 500 injuries. According to previous reports from the Russian side, the attackers were arrested while attempting to escape to Ukraine by car. In the following days, more suspects suspected of indirect involvement in terrorist attacks were arrested, most of whom also came from Tajikistan.

According to publicly available interrogation videos, the suspects claimed that they acted on the instructions of a person named "Saivlo". The FSB is currently working to determine the identity of "Saivlo". The suspect of the attack said that "Saivlo" made them flee to Ukraine, where they could each receive 1 million rubles (approximately 78200 yuan).

According to reports, the suspected terrorist attack criminal Izov told the interrogators, "Sayivlo told us that someone will wait for us at the Ukrainian border, and they will help us cross the border and arrive in Kiev." Another suspect, Faryduni, said they were asked to "abandon the car near the border" and then called online, requesting further instructions on how to cross the border into Ukraine.

FSB stated that Ukraine has conducted "mine clearance activities" in its border areas to ensure two possible escape routes. The investigators believe that the suspects originally planned to destroy their vehicles and use forest land as cover to cross the border on foot.

The report states that the extremist organization ISIS claims responsibility for this terrorist attack. However, FSB Director Alexander Bortnikov stated that the United States, the United Kingdom, and Ukraine may also be involved in this attack, and they may use extremists as proxies. Ukraine and its Western supporters deny any involvement in this matter.
